If you're going to be storing lots of little, bitty things, make sure the nails aren't so close together that they won't let you set these things flat. If you're going to storing big, heavy things, make sure you shelves can support them and that the shelves are not so high that you can't get your things down safely.

If you are storing lightweight things, then plastic shelving may be ok, but if your shelves will be storing anything heavy, go for the steel. Steel does have its downside: it can't be cut to meet your needs, so you will have to find precut pieces that work for you.

Other things to look for in a garage shelf is the ability to adjust the shelf as your needs change. Most people are always picking up things that need garage storing, so shelves that can expand as your collection of things to store in the garage does can really come in handy.
